Well, I think your' best bet is to keep your new name as close as possible to the old name. That will mean a minimum of confusion for your rea'dership and for your printing layout. With that in mind; I would suggest a slight alteration to: PULSATE This name ensures continuation of the essence of Pulse, that is to say, a finger on the pulse of the City, as well as the pulsing rhythm and movement of music. My respectful suggestions are: ImPulse (recalling the current title and hopefully encouraging sampling and random attendnce at musical events!): sirice this is probably taken, then SimPulse (the simulation of its former incarnation) whch is also eay to remember; TO.Pulse (pronounced toepulse, looks internet-like and clearly conveys the Toronto a:spect of the publication.
